I think that itll be almost completely animation if not all of her. Thats what they do with the other dragon movies.

change the 1 to a 2 and you get a different pic

just telling you the harry potter movie dragon isnt the best way.i think it was terribal it looked too fake. but the way i hope they do it is do one anamotronik robot and use that model for the animation.
